The Gwangju Municipal Museum of Art was the first public local art museum opened in 1992. The museum is composed of three halls including the Main Hall, the Biennele Hall and the Education and Public Information Hall.

The Theme Exhibition Room on the first floor displays the artwork of famous artists on a theme by theme basis. The permanent exhibition room on the 2nd floor offers a variety of the museum's collections. The rooms on the 2nd floor are composed of the Heo Baekryeon (an oriental painting artist) Memorial Room, O jiho (a western painting artist) Memorial room and the Ha Jeongung Donation Room where visitors can view 1,865 piece of artwork of well-known 20th century artists including Chagall, Picasso and Andy Warhol, most of which have been donated by Ha Jeongung.

The museum tries to fill a role as a public-oriented museum through the Culture School Program where people can join a nude croquis class, a pottery class, a history of Chinese pictures class and an art theory class. The home art class and pottery class for children are widely popular among children because it offers them a variety of experiences.

The Gwangju Municipal Museum of Art launched the Creative Studio Project in 1995 for the first time in Korea. Twenty artists are immersed in creative art activities in the Palgakjeong Studio in Jungoe Park. The branch of the museum, located in former Geumnam-ro, is a comprehensive commercial building composed of a museum, a cabaret, and a cafe, among other amenities. While the idea of a museum being located near a cabaret may seem strange, the museum held a "Museum and Cabaret Exhibition" in 2006 as a result of thinking creatively about how to turn a cabaret into an alternative space for public art.
